The Texas Border Coalition seeks to work with a dynamic coalition management or lobby firm who would work directly with the TBC board and membership to help advance the work and policy priorities of the organization on behalf of communities on the Texas-Mexico border.

About the Texas Border Coalition (TBC)

The Texas Border Coalition (TBC) is a collective voice of border mayors, county judges, economic development commissions focused on issues that affect 2.8 million people along the Texas-Mexico border region and economically disadvantaged counties from El Paso to Brownsville, Texas. TBC is working closely with the state and federal government to educate, advocate, and secure funding for transportation, immigration and border security, workforce development, economic development, and healthcare. Our Mission

To make recommendations to the Texas Legislature and U.S. Congress that will help the Texas-Mexico border region grow and prosper.

Scope of Services

The Texas Border Coalition seeks to work with a dynamic coalition management or lobby firm who would work directly with the TBC board and membership to help advance the work and policy priorities of the organization on behalf of communities on the Texas-Mexico border.

The desired firm(s) must meet the following requirements to apply:

    • The firm must be registered as a Federal Lobbyist in Washington DC,
    • The firm must be registered as a State Lobbyist in Texas,
    • The firm must be able to provide communications, media relations, and technical writing services,
    • The firm must be able to provide meeting and event management support.
    • The firm should be able to provide communications support in both English and Spanish.

Desired services include but are not limited to the following scope of work:

Coalition Management

    • Manage TBC’s overall operations to include financial/tax management, membership management, communications/media management, event management, lobbying activities, and other management functions as necessary.
    • Develop and execute strategies to build the TBC’s influence, reputation, and relationships with a wide array of bipartisan policymakers and stakeholders both in the U.S. and Mexico.
    • Facilitate, schedule, and execute monthly TBC meetings (virtually), two bi-annual in-person meetings, one Texas State Lobby Day in Austin, one Capitol Hill Fly-in in Washington DC, and any other special meetings that become necessary for members of TBC to strategize and make timely decisions.
    • Facilitate the collection of membership dues, invoicing, and reporting for the TBC.
    • Facilitate and manage TBC’s committee activities such as committee meetings, reports/minutes, and operational actions to move the work of the coalition forward.
    • Manage and facilitate any TBC work with any other external consultants based on the needs of TBC and its members.

Lobbying/Policy Management

    • Assist the TBC in the implementation of our policy priorities, including our TBC Federal and State Policy Platforms.
    • Build relationships and arrange meetings with key stakeholders in the U.S. Congress, the Administration, and the Texas Legislature to advance our policy agenda and mission.
    • Attend and report on congressional/legislative committee hearings, help prepare testimony, and develop policy positions and public statements that are representative of the TBC and its members.
    • Monitor and report on legislative proposals, state and national political trends, and Congressional/Legislative Committee activities that may impact the TBC’s priority policy issues.
    • Monitor and report on legislative proposals and national political trends in Mexico that may have an impact on Texas border communities.

Communication/Media Relations Management

    • Provide materials to support the TBC’s advocacy and communication strategy, including, but not limited to press releases, media statements, media advisories, op-ed pieces, talking points, correspondence, policy briefs, and congressional/legislative testimonies.
    • Monitor and report on media headlines/stories on a daily basis that is related news on the U.S. Mexico border, by region (Local Border Communities), statewide (Texas), nationally (Washington DC), and internationally (U.S./Mexico).
    • Perform media outreach to local, state, national, and international media outlets to obtain interviews for TBC’s leadership and members, when necessary, particularly when the TBC issues a policy statement, policy endorsement, or contrasting argument to a public policy matter to both English and Spanish media.
    • Provide a monthly media report to the TBC when and where TBC or its members are mentioned in any local, state, national, or international media outlet(s).
    • Manage and monitor TBC’s social media presence, content, impact/reach, and visibility for all social media channels (Facebook/Meta, Twitter/X, and LinkedIn).
    • Manage TBC’s website, its content, postings, updates, and help increase traffic and readership of TBC’s public policy priorates and media content.

Proposal Requirements

All submitted proposals should include the following:

    • A statement of interest including a description of the firm(s), previous work pertaining to coalition management, lobbying, communications, events/membership management, and media relations with a unique focus on the U.S.-Mexico border to position your firm to support the evolving mission of the TBC.
    • A list of names, titles, and biographies/resumes of the individuals who will be working with the TBC, their areas of responsibility, and expertise in each of the subject matter areas outlined in this RFP.
    • A list of issue areas or policy priorities of expertise, including prior advocacy work, please highlight and expand on those that directly correlate with TBC’s policy platform and or U.S.-Mexico border issues.
    • List any prior experience working with entities such as governments, nonprofits, or other business/civic organizations, especially if in a U.S.-Mexico border region.
    • List any prior experience working with local, state, and federal elected officials in the U.S. and Mexico.
    • Provide a capabilities statement and list of specific services your team proposes to offer with specific pricing for each service area as outlined in this RFP.
    • Identify any sub-contractors your firm will use to execute on the designed scope of work and include them as part of your execution team with all pertaining and necessary information requested in this RFP.
    • List any business certifications your firm or sub-contractors have that uniquely qualify you to execute on this scope of work. For example, MBE, Women, Veteran, Disabled, LGBT, Texas HUB-owned business certifications.
    • Identify a payment schedule and total proposed fee structure for services rendered to the TBC.

RFP Overview and Inquiry Call: The TBC RFP Committee will host a 30-minute virtual meeting via zoom on Friday, February 23, 2024, at 10:00 AM ET/9:00 AM CT to answer any questions potential firms may have about the contents of this RFP. Questions and requests for virtual meeting information must be submitted in writing before the call to LeRoy@localisminc.com, you will receive a calendar invite with meeting details following your written request.

Deadline: All proposals are due electronically on or before Friday March 15, 2024, by 5:00 PM ET, there are no exceptions on this published submission deadline.

Format: Electric submissions only via email as a PDF Document, no proposals will be accepted through any other form of delivery other than by email to the specified address provided above.
